Massanutten Water & Sewer Authority
As of October 6, 2025, the Massanutten Water and Sewer Authority (the Authority) will have acquired the water and sewer systems on Massanutten Mountain from Massanutten Public Service Corporation. The Authority will commence operation and maintenance of the water and sewer systems as of the date of acquisition. Rockingham County will be supporting the Authority through the County’s Finance and Public Works Departments.
During this transition, you may see Rockingham County Public Works staff inspecting, mapping, and making improvements to the water and sewer infrastructure. This work will help us better understand the existing systems. In some cases, crews may need to access your property to check or work on water meters or sewer cleanouts. All staff will carry proper identification, and all County vehicles will display official government tags. Our employees will be professional and respectful, and we ask for the same courtesy in return.
It is unlikely that the Authority will make any significant changes to service fees until the Authority has had the chance to understand the systems. The system will issue debt for the acquisition costs of the system. The terms of that debt will be determined in the spring of 2026. The payback will be factored into the rates.
The Authority will operate with the same transparency, stability, and level of service provided to other utility systems in Rockingham County. As part of the transition, we encourage residents to review the draft Authority Rules and Regulations.

The Board of the Massanutten Water and Sewer Authority will hold a public hearing to receive public comment on the establishment of water and sewer rates. The meeting will be held on November 3, 2025, at 6:00 p.m. at the MPOA J.C. Powell Conference Room located at 3980 Massanutten Drive, Massanutten VA 22840. This public hearing is being held pursuant to section 15.2-2100, Code of Virginia, 1950, as amended and to Rockingham County Code Section 2.33. All residents, businesses, property owners, and others having an interest in the Authority are invited and encouraged to attend and provide the Board with written or oral comments and ask questions concerning the Authority's proposed water and sewer rates, within reasonable time limits that are established by the Board.
