Erosion and Sediment Control
The main responsibility of the E&S program is to protect the waters of the Commonwealth in general and the County of Rockingham in particular from the pollution caused by runoff erosion from land disturbing activities greater than 10,000 square feet as specified in the Code of Virginia. This departmental division is responsible for the following:
Administration of the local program according to the guidelines established by the DCR. This includes interviewing the applicant, determining if the applicant needs a formal site plan, establish, collect and process bond and permit fees, enter the project into the inspection schedule, return the bond upon successful completion of the project, and place the file in the archives.
Plan Review –All incoming Erosion and Sediment Control plans are reviewed and are either accepted as complete, or sent back for revisions, to bring the plan into compliance with the local ordinance.
Inspection—All sites are inspected on a regular basis to insure compliance with the approved plan. Site visits are made more frequently at the start-up of the project, and the frequency of inspection declines as the site nears completion. A final inspection is made when, in the opinion of the inspector, the site has achieved substantial completion relative to the time of the year and other mitigating circumstances, as no two sites are ever alike.
